My Pant size is 4P. What should be my coat size?

I am 5′1′ tall and 31 years old… I weight 120 pounds with a tummy 
My pant sizes are 4P and I normally choose the short length ones. I am now struggling to buy a coat. I got one yesterday from Macys which had a S and now realised it extremely oversized. The length of the hand is atleast 5 inches too long and the jacket is just a few inches above my knee with no belt or anything inbetween. I have been struggling to get a perfect coat and need a formal one. Any advice on what size I should buy?
Not all manufactureres confirm to exact sizing so you will need to keep trying on coats until you find one that fits. Your other alternative is to buy a coat you like and have a tailor size it for you. I have done that several times. Go to an upscale clothing store, not a macy’s. Macy’s these days sell a lot of garbage. They are not like they used to be. I went to a macy;s six months ago (I had not been to one for 15 years) and left after 5 minutes and would NEVER go back.
