How much does it cost to be a bridemaid?

How much will this cost plus shoes and hair and alterations??
WHat is an appropriate way to tell her I cannot be a bridesmaid without coming across as cheap? She has 4 other bridesmaids, but I feel bad letting her down.
When my oldest brother got married, I was Maid of Honor. I wasn’t married at the time. Anyway, I told her to go as cheap as possible, since neither me nor her other bridesmaids had much money. Guess what? Our dresses cost us $200(back in ‘97). They were VERY uncomfortable, even though we tried them on a week or two beforehand. A few minutes of trying them on and wearing them for hours are two different things. We couldn’t take a deep breath without undoing the snaps. We got so tired of fussing with our snaps that we just left our backs open. Also, we had all agreed we’d wear our hair down, with a barrette in back. Big mistake, considering how hot it was. It was June 14th of 1997. Anyway, it was very uncomfortable.
After that, I decided my wedding would be much different. And it was. I picked out a pattern from Wally World as well as a bit of fabric. It was purple fabric. I gave them to my bridesmaids and my then sister in law(she was my Matron of Honor). I told them that was the pattern to have, but they could adjust it to make it fit comfy. And I wanted them to be able to wear them again. It only cost them $20 to get their dresses made. I told them they could wear whatever shoes they wanted, and could wear their hair however they wanted. I had a very nice wedding on July 26th, 2002
